In addition to a declaration of electricity use through HHMs
to confirm participation at the beginning of the first three year phase, full participants
are required to undertake the following on an annual basis:
- collection of data relating to all energy use from electricity, gas and
other fuel sources (with the exception of transport fuel) for all subsidiaries
and franchisees
- with additional detail in the first year of each three year compliance
period
- submission of data through the Government online submission website
- purchase of allowances at the beginning of each compliance year based on
an estimate of energy usage in that forthcoming year
- further purchase or sale of allowances throughout the year
depending on accuracy of the initial estimate
- measures to reduce energy use to achieve a high league position on the Government's
published 'league table' of participants
At the end of each compliance year, full participants will receive
a 'recycling payment' based on their success in reducing energy use, which is in
turn reflected by their league table position. Those organisations at the top of
the league table will receive more money than they originally spent on allowances,
and those at the bottom will receive less.
Those businesses with half hourly electricity meters but which
fell below the 6,000MWh threshold in 2008 are required to complete an 'information
disclosure' at the beginning of the first phase. This requirement is likely to be
repeated for each subsequent phase.
